Well Vonov, there should be more officers like you on the force everwhere! Asking question and gaining the public trust is the key IMO. A good start is perhaps;
1. Once a month public gatherings at various location where young kids who want to show off their cars and where vendures can cater to them.
a). Taco Bell and late nigh venders usually are magnets for the younger crowds. IMO I would think many would be pleased to here that Law enforecement are there and not to give out tickets. It's a plus/plus for all and no doubt will expose the bad apples too.
2. Area drag strips;
A). This might help aid those whom want to display the egos, but in a legal way.
3. A kinder, gentler police officer might help too.
a). Giving a motorist a break every-now-and-then can go along way (Heck, I know few officers have let me go and I didn't forget it either).
As for stopping crime and stolen engine and parts;
1. Use your current Highway Patrol agency to issue inspection on all motorist who are ticketed.
A). Have them show-up with proper verifications or ID of various parts. CHP (California Highway Patrol) in CA performs this already. This might prevent "car profiling" thus no one party gets their panties in a jam.
b). Many import tuners hate swapping out their illegal mods; whereas thieves don't care and will seek another town to ride "dirty."
2. Increase inspections at known chop shops in town. Increase the fines and jail times.
3. Create a "mole" in infiltrate the system.
4. Use a "bait-car" to catch thieves. Park it in known areas where car crimes/theft has taken place.
5. Local visit to area high schools. Slide show about whats illegal and what isn't.
