Another old school thing we used to do for blades skipping on the glass was just to bend the arms down some to put more pressure against the glass. Im sure with age, those springs gradually get weaker. |

Maybe... Anything causing low volts can cause problems for any motor including burning out the control circuitry.
See my Cave,
Electric MotorsWiper Motor only ground is a jumper to a "rivet" in the rubber. Jumper can corrode, rubber rivet screw and/or body have problems.
GM made this motor setup to save factory time to build the car.
If you have wiper problems then can run a 14-12ga wire motor to body.
If drilling the motor/gear case then drill where cuttings etc can't get into the guts.
CLEAN Glass w/ Bon Ami (Even GM call for this)
Do Not use Rain X etc on Windshield & rear glass w/ wipers.
Use good wipers. Cheap wipers often won't last more then a month or two before have problems.

Bending the arms often won't help. Springs last a very long time but heavy rust can thin out the spring. When that happens only option is find new/better arms.
Plus depending on wipers... Might not clear the hood when bent.
Wipers only last 6-12 months. Even gimmick wipers like old Tripledge w/ "lifetime warranty" in many areas. Silicon might last longer but not a lifetime option unless like many sold or return a lease car under 3-5 years.
Thin "rubber" + ground level ozone and other chemicals + UV + heat will wreck them.
Dirt on glass can scratch the glass but also wreck any wipers.
