I think it's because their reaction time is much too slow yet. That the instinct is there, they just can't react fast enough to use it. Reaction takes time to develope after birth and will only develope to a certain point by adult hood. For example, if I threw a rock at your face from 20 feet away at 70mph, you wouldn't be able to duck either. As stated, you need to throw the rock much slower.
