Local law/code may not matter.... If they stop you and cop is picky then can use FMVSS rules. If you are in FMVSS compliance then most state, and more importance Insurance, should be ok to.

Illegal HL is a equipment stop... No points etc in most state'
If they stop you for HL... Just tip of iceberg for that stop. Bad/wrong HL/TL and many cops are fishing to look for more things to ticket or arrest you.
