The bolt threads in as far as it did before, all the way down to the shoulder. The washer lowers the position of the rocker down in relationship to the head and in theory, takes up the slack / wear in the valve train.

In retrospect, this is a real cheesy way of making a repair to compensate for the wear in the valve train, please don't wreck your Duke trying this.

Thats what I missed. For some reason I was thinking the bolt set the tension on the rocker arm. If the bolt is all the way to the shoulder, the torque is simply to hold the bolt in place and the rocker position is fixed. So the washer would move it down the thickness of the washer. Ok, now I'm with you.

If a washer is used as a spacer it is possible to use one that is too thick. This WILL cause the push rods to bend. I know I have bent push rods by tightening the lock on the roller rocker too tight. Be careful what you do to "fix" the problem. You can introduce a more sever problem. This also can happen if you use a push rod that is too long. I have done both.

From your previous posts it sounds like you have tried all the options. Have you quieted your engine?
