Was just talking about this with some family members the other day. Movies with violence, death, blood and gore are all the rage and perfectly fine. Show one tit and everyone loses their minds.

We are the product, the customers are the advertisers. We are regulated by the seller for the buyer. Google is motivated by what is politically correct because the advertisers don't want to appear to be politically incorrect.
This is what kicked off the adocalypse on YouTube, a media organization pointed out ads were being played on a video they deemed unacceptable(if you know the video, you know it was a farce) and Google took action. Goggle used it as an excuse to target that and associated genres they deemed offensive.
In short, it doesn't matter if you're not offended by visible nipples, Google has deemed it non monetized because they sell what they represent to be a clean product.
