This past Christmas I received a few packages, most clothes from relatives, and they all had holes in the boxes.
I've noticed this trend. I get stuff in the mail and there is a very noticeable intentional hole poked through the box.
I am almost sure that they are being probed by someone looking to find out what's inside and then see if they can steal it.
Is this happening others?
These packages go through so many hands I feel it would be almost futile to report it. I mean it can be my neighbor for all I know, but it is annoying.
I haven't seen anything like that, but whenever I receive a package with any damage, the first thing I do is take pictures, in case anything is missing or damaged inside.
I guess is a local problem. Does it happen to UPS, FedEX, etc too? Yes then likely Very Local problem and install a camera to catch them. Holes in packages can be to put things in them. I would be very careful to wear/eat things in them.

Yup. I even take pictures of iffy packages when left on steps etc before taking it in the house/office. Then often take more picture/video to open them. (Many business have Xray to check Everything deliver to them.)
If I'm shipping high dollar things, I'll take pictures or even video while packing them.
Besides of theft issues, RA and others often doesn't pack well and damage box/package is often only start of the problems possible. Also UPS, USPS, and other insurance does not cover bad packing from a sender and they will blame the sender most times. I dealt w/ enough crap senders and shipping/moving insurance claims that to know taking pictures/video is often only way to get money back.

Contact the postmaster general to report the problem and your concern. They may have other complaints of the same nature in your area. This will give you a chance to see if they have already conducted an investigation to determine if the problem is internal to USPS or if it may occur after a delivery is left at the doorstep.

If someone is poking holes, they're still "opening" a package that does not belong to them, as far as I am concerned.
I've helped out buddies (OK, covered a shift or 2 for the hung-over b-turds ) who worked at courier companies in a different life.
Know how those packages go into the trucks after they come off the planes ?
Ya got 2 guys in the front of the trailer. 2 outside it with the packages.
Grab a box and throw it to the guy at the the front. He will stack them as he catches them. Grab another one and repeat.
As fast as you can. You got any IDEA how many thumbs go thru flimsy packaging doing that ? A LOT...one HELL of a lot of holes in boxes and dented corners from dropped packages after they have flown 50-feet.
Folks, your shipments ARE NOT treated nicely. Fragile stickers ? Do you REALLY think that means it gets walked to the front of the trailer ??
NOPE !--THAT means an underhand toss while you holler "catch this one, its fragile". A big box (like a TV ?) means throw it 50 feet with both hands instead of one.
Been there, done that. Wont mention the name of the company (B727's) but thats reality around an airport.

My last package did have a hole the size of a thumb, but in no way could that happen accidently. I remember a large box around Christmas time had a large, almost fist size hole in it. But, it was all clothes and nothing was missing.
I believe you may be right, it is local.
So, my solution is to write on the side, "Live Cobra Snake -- Please Handle with Care."
It's not just a local situation. My wife used to do a lot of online ordering, due to being housebound. A number of her medicines came in through assistance programs. The medicines were usually in heavy plastic bags.
The problem wasn't just with USPS, but with FedEx and UPS, though our UPS driver knew us and would file a return damage claim after checking with us to see if it was needed medication. The plastic bags would be ripped open or sometimes showing signs of being cut. Boxes coming through any of them could be crushed, completely opened and rewrapped with tape or big rubber bands, or have major holes punched in them.
On one occasion there was 1 bottle of medication missing. Since there was no packing slip in or on the bag, I guess the person who might have done it thought that we wouldn't know how many bottles should be there. The shipment always contained 6 bottles. There were countless times when we had to file damage claims for merchandise that was broken. In part that was caused by damage to the package, and in part due to poor packaging.
Melanie once sent digital files to WalMart to have them made into photographs. When the cardboard envelope arrived with the photographs, which included some 8 x 10's, it clearly had "Photographs. Do Not Fold" at the top and bottom of the envelope. You probably have already guessed that it was folded in half and stuffed into the mailbox. I know it had to be a substitute carrier on that day because our regular carrier always brought larger packages to the door to give to my wife.
