I'm surprised California didn't already have water restrictions. I'm from Ontario, where we have no shortage of fresh water. I can't even remember when my city started summer outdoor water restrictions, and it's not unheard of to have even stricter restrictions on outdoor water use (though usually for extreme reasons: Pipe ruptures, etc).
For example, I can only use water outside (water lawn, wash car, etc) on even numbered days (because I live in an even numbered house). There are some exceptions (fresh grass seed, etc), but not many.
