Looks like police officers on a drug bust. The guy talking is apparently (I didn't get all of it) telling the driver to get to the plane before it reaches the end of the runway. Then at the end, he's giving the driver the command to execute the maneuver.

I don't know what language they were speaking, but it wasn't Spanish. It might be Portuguese. We get many Brazilians here and they can understand Spanish pretty good as both languages have many similar words.
