The quotation was something that Churchill said in 1899 or even before. He could well have come to regret it by the time that he had become a world figure.
He was busted for "Failure to Disperse" because the cops told him to "move along", and he didn't. Not like it was a formal campaign rally, or he had a permit. They threw in the other thing as an afterthought.
A member of the public took offence at the quote, taken from Churchill's The River War and called police. Police officers arrested Mr Weston, mid-speech, for failing to comply with their request to move on under the powers of a dispersal order made against him. He was further arrested on suspicion of religious or racial harrassment.
He was asked to leave because someone was offended. They arrested him for not leaving...after 40 minutes of questioning... and religious or racial harassment.

If this campaigner just set himself up with a megaphone (or a loud voice) at a place and time of his own choosing, without any prior understanding with the municipal powers that be, than I approve of what the police did.
A few months ago, I was downtown when some guy with a megaphone was preaching about his religious ideas. He was audible for two short city blocks in every direction and unnervingly loud. If he had a permit, I wish it had not been granted. If he did not have a permit, I wish the police would have come to make him stop. Maybe they did--after I departed the area.
Does taking offense to what someone says in public equal being harassed? The speaker would get arrested for harassment?
But then can't I be offended by you making me stop, which I consider harassment? If you follow me all over filing complaints, that'd be harassment, right?

To me, I think that's the point. In today's world, if Churchill was running for election, this would have been 'front page news' in ads from his opponent, no matter how long ago he said it, and his campaign ended before it ever began.
