What does embezzlement have to do with it being fiat currency?
Would it be ok to embezzle gold?

A death penalty for defaulting on a loan does seem a bit harsh.

Most of the large swindlers here never have a rock thrown inside their glass house.

Well, they supposedly outlawed debtors prison there, so that only leaves 2 choices--let them off the hook or send them on their way to eternity.

While I can't verify it, I'm told it really cuts down on repeat offenders.

Public executions seem to make an impact also.
