I hear you.

But I know first hand that 25 years ago we trained on how to control a subject safely and the subjects safety was the major concern.
That is no longer the number one concern.
I have seen it first hand.
Thee number one concern is officer safety. "Get home to your families" is the motto.
The number two concern is Legal protection or better put "covering your ass"
Safety of subject is now a sub category under legal protection.

As far as I know these all have been priories but they have changed position of importance.
