Plugging the IAC hole should drop the rpms much more than that, to 900 or below. So if it stalls with the throttle body blocked, it likely isn't a major vacuum leak, but it is still rather high with the IAC blocked off but throttle not, then I'd check the throttle stop screw, it should have a cover over it, if not, it might have been messed with before, which would confuse the ECM and raise the idle. If it still has it's cover, then you might have a vacuum leak that is just big enough to cause problems, but small enough to be harder to find.
