Support and low speed crash absorber, plastic can deform and return to shape or be cheaply replaced, those and the bumper can deform in low speed crashes and keep things like the space frame, radiator, etc. protected. Bumper alone would completely collapse onto the frame in a slow crash, with the plastic it helps absorb the impact with minimal damage.

I COMPLETELY forgot about these things. I think I removed them years ago on my Fiero.

I had rear-ended an old guy in the rain (he was in his high 70s). He had 3 ladies with him (all in their 70s), and the man got out and looked at the cars, one of the ladies called to him, and he said... "have a good night," and he just drove off. The front bumper had no damage, but those things were hanging down a little bit. I just removed them and ended up tossing them.

The one in the picture above looks perfect.

Yeah, im doing a lip splitter on my car and was looking at them and was thinking, "Are these really necessary? If they aren't, this would be better without them

Stole this from Fieroguru regarding the front towing brackets.

Back in the day there was a discussion where someone mentioned that the dealerships were supposed to remove them before putting the car on the showroom floor but apparently they never did.

With tow trucks switching to wheels lifts, those blocks are largely unnecessary these days. I have taken several sets off.
