You didn't say that you were using a GM throttle cable. What you need to do is to get slack out of the cable. This can be done by elongating the bolt holes that hold the cable bracket to the throttle body to move the cable tight. Then look down the throttle body (engine off of course) and have an assistant floor the pedal. Then you can determine if the throttle blades are opening full.
