unplugged1981

Hello I'm in the process of removing the luggage racks from the trunk for refurbishing. Now I'm stuck with this thick rubber cover that is around the screw, it looks that something is holding it from underneath but I dont have access to it.
I dont know if I should simply cut it off this rubber or is this something shouldn't do ?
PS: the screw is turning in place doesn't want to come off.
