What kind of connector is this and more importantly how do I fix the leak? I would like to avoid cutting the line and splicing in a rubber hose if possible.

Sadly, that is your best option.
When those connections start to leak, it almost impossible to rebuild them.
Just replace the quick disconnect with a short length of hose.

That was what I expected to have to do. Thanks OleJoeDad.

Many times can fix that by replacing O-ring in it.
Squeeze plastic to remove.
