probably a stupid ?? but I can't find it in searching, are the pop up headlights designed to be popping up or down with the car ignition not turned on? I realize the actual light bulbs all come on like that but what about the motors circuit?

Ok, thats what I thought, I'm having a problem with my gen 2 conversion. Followed all the wiring diagrams posted here, I have 2 functional motors which i can make go either up or down both manually as well as applying jumper power to their respective plugs. However when i plug in the harness to the new module the only thing that happens is when the 5 lead plug is attached the motors will go to the down position a single time and then not respond to the headlight switch input. All the wires test correctly on that 5 lead plug with power going from the headlight wires either white or yellow plus the 2 orange constant hot and black ground. I strangely get a 12+ on all 4 of the leads coming out of the module on the other plug regardless of the switch position which does not seem right to me as it would seem that it would need to be a pair of positive and negatives to work the motors which then reverse polarity when the switch is changed in order to reverse the motors? I have a spare module and this acts exactly the same. I opened the spare up and it appears fine inside, no burning smell or blackness and both fuse wires intact.

All cars not just Fiero should popup/open the HL motors w/ engine running or not.
Even many old Vacuum "motors" operate 1 to ~3 times when reserve tank is "full" and check valves work. After then I think they stay open until have engine vacuum again.

See my Cave, Gen 2 HL Motor
Turn motors ~1 turn after shutdown then turn on/off HL switch. If motors work then the motor(s) have problems.

Because sounds like motor(s) "flake" working for whatever testing you run but Module still sees motor binding/jamming and shut them off as made to do.
Module w/o motors will turn on until timer runs out in ~5 sec then shuts off.
Note: Everything in front ground near both HL lifts. If crappy there then very likely you will have problems w/ HL motors, Dim lights, Radiator fan, and maybe other things. Clean/fix wire ends and body then coat everything w/ silicon or brake grease to "seal" out water etc.

Iffy Gen2 motors are iffy then use Cardone w/ a warranty.
DIY methods may work for a few days to years depending how much you use your headlights and exact method of "fixing"/"rebuilding."
