Replaced the cigarette lighter today with a set of USBs led is always lit, even when the ignition is off/no keys.
1. Is the cigarette circuit always powered? 2. Will the led cause noticeable battery drain?

Yes, it is always on. It's powered from the BAT fuse.

LED(s) isn't only issue. USB w/o anything in it can use power too.

If you drive every day may not drain battery too much.
Depending on battery, exact power used by ECM Radio and your new toy, Park for weekend or a week then you might have problems.

Best to use a source that's on w/ key in ACC and ON.
Fuse box have plugs that do just what is needed.

I frequently leave my USB charger with LEDs active plugged in to the cigarette lighter for days without the car running. It won't kill a good battery for maybe a week as Ogre said. Of course all the other stuff in the car *will* kill a battery in about a month depending on the shape of the battery, alternator, electronics. You will have the ECM, the radio, and perhaps a couple of other loads drawing a few milliamps 24/7. An old battery won't last a week in Texas heat.

I just wired a switch on mine. I turn the switch off and no power to the lighter socket...
