Wow. I've had/have 4 vehicles since 1999 with cabin air filters and have NEVER replaced them. After cars never having them for decades, it's hard to remember they're there.

The Fiero isn't designed to have a cabin filter, so you'd need to design some sort of box to fit at the fresh air intake area and hold the filter in a properly sealed manner.
I might do this when rebuilding the HVAC in my car, but I don't know of anyone that's done such a thing before.
I was at the light by Riverport Amphitheater (or what ever it's called today) a couple of weeks ago in my truck and the cabin filter wasn't masking the landfill smell at all.
It's a little difficult to follow what you've done, seeing as there are no pictures , but...
It sounds as though you've installed the filters in the windshield cowl area. Had you considered putting a filter inside of the heater box in front of the heater core instead? It seems to me that this would've been a lot simpler.
Now if it's an '84 that this was being done to, then yes, putting filters in the cowl area would definitely be the route to go... as the 84's also had those great "old school" manual vents off to each side under the dash (in addition of course to the HVAC system).

I wonder how many '84s were built with the manual side vents. I saw them in an '84 at a pick and pull, but my '84 built in April '84 doesn't have them. My '84 has A/C... maybe that's why it doesn't have the manual side vents...

It's possible that the A/C is the reason. I've had two non-A/C 84's, both with the manual vents. I often consider swapping over the vents from my '84 parts car to my '88 Formula (as the "holes" are still in the right spots). I like the idea of having flow-through ventilation without having the fan always on.
[EDIT] I should add that the vent holes are definitely still under the dash (and blocked off) on my '86 GT, but I'm not 100% sure they're still on the Formula. Slight chance the 88's are different.

Without the filter, there isn't much to prevent undesirable things from coming in.
Doesn't your Fiero have the factory mesh covering the cowl area?
It just dawned on me that locating a filter in the vicinity of the heater core might only affect air that's being heated. I guess it depends where exactly in the HVAC box the filter would be located. Details, details.. too many details.
