It's not hard to remove your wheel well liners to see what's going on. The hard part is what you're going to find. Hope you have time to work on this. I think the best way to deal with rust is to take everything apart, cut out the bad, weld in patches, paint, paint, paint, and prepare to do it again. If you take the liners off you can reach much of the rails because they only have three sides.
I'm thinking of spraying white lithium grease in the parts I can't paint. I'm also thinking of putting some aluminum to block snow and stuff from being pushed into the rails through the opening to the strut towers.
This might be the excuse you need to buy an inspection camera. Harbor Freight has one, there is a MiIwaukee one if you already have their batteries and charger, but the better ones are rechargeable and can export video.
http://www.northerntool.com..._200625238_200625238TFS sells new splash guards and fastener kits for those and for putting the liners back on. You can also get a big rivet gun and plastic rivets at Harbor Freight for about fifteen bucks.
Even if you don't weld you can get a small welder and do well enough according to others who have started from scratched and replaced the whole rails. There are threads by people who have taken square tubing , cutting angles into it, bending, and welding it back together. I think this leaves you with rails that are stronger and heavier than the originals which might not be the best thing.
