If you need to get them down there is a knob at the rear of the unit that can be manually rotated to raise or lower the light. It takes a while but it is do-able Like previously mentioned the year does make a difference on diagnosing the issue.

Will the headlights go down if you push on the bottom of the headlight switch? If so, there is a contact inside the switch that is probably oxidized/burned. On two different Fieros, I've taken the headlight switch apart , cleaned the contacts, and the headlights started operating normally. I also bent the contacts slightly for better contact.
I've got a 86. My passengerside head light used to do the same thing. Sometime it would go up and not come down. If I manually put it down it would not go up next time I needed it. I just replaced it all with a GEN2 set up. Check Ebay, the motors and harness are available sometimes.
I just used the Fiero Stores rebuild kit to replace the gears inside the headlight motors, and afterwords, I had somehow undone the tail light fuse and they would not go down. The tail light fuse affects both the tail lights and the lights on your dash. If you want to check, just turn on your lights at night and see if your dash light is on or off.
This may be intentional on the part of a previous owner. There may be a switch to disable the closing function. Pull the switch and see if the white wire has been cut/rerouted to a switch somewhere. See the Michigan Fiero Club pdf on the subject.
Bump. I've got an 87 (so gen 2) and my headlights won't go down without several cyclings of the switch. I already opened the motors and the gears are in good shape, but they DON'T have the three plastic dowels in there, and instead have hard gray plastic filling the entire cavity. Not sure if it's JB welt or what, but everything comes apart if necessary. Should I replace the gears with the proper setup, or replace the relay?
ok. the OP thread is 2 years old, so I'm guessing his problem is resolved.
Napoleon_Tanerite, if both of your motors seem to lock up and then both start working at the same time, I would look at a problem with the switch on the dash or the control module. Start with the switch first, you can take it apart and clean the contacts for free.
if one side seems to work, and the other doesn't, then tell us that and we can help troubleshoot deeper.
