Changed over to GT panels and getting ready to start painting. I have some areas on my hood that are peeling all the way to the fiber material. What is the best way to repair this so my paint stays?

You can't fix it. There is no "easy fix". Once your finish has failed you can't bring it back. The only way to fix it permanetly would be to strip it all the way down to bare substrate and start over. Any paint that isn't peeling now, will be eventually. You have to strip the whole panel.
