So I turn the running lights and they are fine.
I turn on the head lights and they come up strong.
Turn the head lights off and they go out but stay up.
Anyone else have this problem?

Isn't it strange that after a bombing, everyone blames the bomber, his upbringing, his environment, his culture, his mental state but … after a shooting, the problem is the gun?

Gears or relays? What gen headlamps? I had to rebuild my gen 1 headlight motors as they would go down but continue spinning.

What year, did this just start happening?

They don't spin, the lights go off and they just stay up.

Car is a 85 GT V6 4 speed. Gen 1 head lights.

If pre 87 then I guess it's the HL switch. I guess it's not the relays because both failing at the same time would be unlikely. You can take it apart and see if the contacts are dirty or maybe don't even make contact.

If while off you turn the knob manually a few times will they start going down themselves?

tail fuse blown
relay(s) bad.

Jump white wire on iso relay to 12v as a test.
