I have read a couple of articles that state the system let the attacker down, there is no system, if someone is labeled as mentally unable to stand trial they should be put somewhere to help them. Then put them on trial when they are able to understand. Mental deficiency should not give you a free pass.
I watched the video, I have not been so sickened for a long time. Last time I had this kind of a reaction was when that poor girl was being paraded around broken in the back of a truck.
There are mental health nurses who's job is to go out and administer medication to patients who have court orders to take meds. This guy is a violent Schizophrenic. The courts should ordered that he be forced to take his medication. If he can't be found and misses his medicine, then a warrant is issued and he would recieve his medication in jail.
There are tools available for situations like this. They are useless if they are not used.

This man was a record a mile long, should have been in jail if they didn't have another place to put him. Now someone is dead. They had a place to put him. They declined and now someone is dead. I hope the civil suit is deep into the pockets of those responsible for this man being on the train that day.
