There are a lot of things wrong with the car industry right now. NHTSA, over regulated emissions, rediculous fleet fuel standards, failure to enforce right to repair, and laws and regulations preventing repairs and modifications.
I agree, NHTSA is a big part of the problem. There is an absurd amount of mandatory safety devices in new cars today. They just keep coming up with more mandates chasing after smaller and smaller safety gains. It all makes care more expensive to buy and repair. A broken tail light on older cars was a $50-100 fix. One on a new car which has a collission avoidance sensor in it can cost thousands of dollars to fix if the part is even available.
