The Brandon appointee to the Dept of Energy, in a nuclear waste disposal capacity, who multiple times stole woman's luggage from the airport and dresses like a woman ? He claims he is gender is non binary, .

Arrested for the thefts at airport baggage claims, arrested again for being a fugitive from the law.

What boxes did he check for a Biden appointment ?

He worked previously as a consultant to the federal government on nuclear issues during Trump's term as President.

When he came aboard as a federal Department of Energy employee during the Biden administration, he wasn't appointed by President Biden. It was a Civil Service hiring process. Aside from his weirdness, he had the credentials and experience that matched with the job criteria. His academic record of studies in the nuclear field was impressive. Perhaps, if he hadn't been selected, there might have been a lawsuit on his/her/its behalf. "Discrimination."

"Used nuclear fuel storage options including implications of small modular reactors"

quote
This work addresses two aspects of the nuclear fuel cycle system with significant policy implications. The first is the preferred option for used fuel storage based on economics: local, regional or national storage. The second is the implications of small modular reactor (SMR) introduction for the nuclear fuel cycle, including demand for uranium, enrichment services and the amount of used nuclear fuel.

"Play it, Sam."

That was Sam Brinton's thesis for his Master's degree in Nuclear Engineering, which he earned in 2014 from the Massachusetts Institute of Technology.

What Rick is saying in that scene is, "Sam, I thought I told you never to play that." Then Sam nods towards Ilsa.
