Does anyone have a lower 84 VIN than the subject?

One of our prototypes is EP200009. It was part of the first pilot build assembly in January of 1983. EP200001 is still in the GM Heritage Center Collection.

Your VIN was more than likely an August 1983 production car. Could possibly be a July 1983 car, but production startup was very slow at the beginning of production.
