Does it go from 0 Ohms to 90 Ohms ? Just guessing....

Yep, it's 0-90 Ohms, with 0 Ohms being 0 PSI.

and measure from Engine block etc.

Dash meters are often off because power, ground, wire between sender and meter, or all three have problems.

Easy meter test is simple just use ~45Ω and ~90Ω to ground on the OP sender plug.
