I dont know one but I;m sure there are many. Just trying to find out what exactly you are looking for.

Yes some form of 3d program that will allow me to put new bumpers paint jobs rims things like that on the car

There are no apps specifically designed for the task of making small changes to a car as you presumably want, that would include full Fiero modelling and all of the possible noses and bumpers that could be affixed to them.

Your best bet is to do photo editing to come up with close approximations of what something might look like. You might want to look at the Photo Chop Shop thread instead.
