Despite what the article mentions like a good deal of other former Soviet Union weaponry that has dissented into various hands these type missile launchers are not completely uncommon to have had removed from their possessors at various points. So the fact that the launchers themselves are missing is not completely unheard of, although like any 'lost' weaponry it is concerning.
The really concerning thing is the amount. One in itself can be deadly, but dozens of these would be rather potent against a contingency of low flying targets and dent air superiority (think gunships in infantry or armor support). Considering the situation in Ukraine, I wonder if someone within the Ukrainian military orchestrated this (as for personal gain) or some sort of similar situation arose that provided near unhindered access.
