Other than the obvious issue.
Are we to assume that the parents are US citizens, and that there are some real documents showing these are in fact the parents of the "children"?

I guess the parents or 'recipients' of the children could be either legal or illegal. I believe current law prohibits DHS or ICE from asking (profiling) if they aren't obviously committing a crime.

At one time, we took in 2 children born in the US of illegal parents. There were also 2 older children who were illegal, with the oldest being about 11 at the time. The parents were caught in a raid on a business and deported, but the children were left in a mobile home park, alone. Immigration said they weren't interested in them. My parents took the two older ones, but they were never deported. Eventually the Mother showed up again and took all 4 of the kids.

The first paragraph in the story says smuggled across the US-Mexico border, so they're probably from Mexico, Latin or South America. It also says they're being delivered to illegal immigrant parents.
