The Rock and Roll Hall of Fame, established in 1986 and located in Cleveland, Ohio, United States, is dedicated to recording the history of some of the best-known and most influential musicians, bands, producers, and others that have in some major way influenced the music industry, particularly in the area of rock and roll. Originally, there were four categories of induction: performers, non-performers, early influences, and lifetime achievement. In 2000, "sidemen" was introduced as a category while that year also marked the last time for nine years that early influences would be inducted.
The only category that has seen new inductees every single year is the performers category. Artists become eligible for induction in that category 25 years after the release of their first record. In order to be inducted, an artist must be nominated by a committee that selects anywhere from nine to a dozen candidates. Ballots are then sent to 500 "rock experts" who evaluate the candidates and vote on who should be inducted. The performers that receive the highest number of votes and more than 50 percent of the vote are inducted. In 2010, the number inducted was five. The rest of the categories are voted on by special committees. New inductees are honored at an annual ceremony held either in New York or every three years at the Hall of Fame city in Cleveland.
I have only included 'performers' & 'early influences' in this list, as that is the core of what the list means to me.

Early influences Artists inducted into the early influences category are those "whose music predated rock and roll but had an impact on the evolution of rock and roll and inspired rock's leading artists." Unlike the performers category, these inductees are selected by a committee. The full process is not transparent and it is unclear who comprises this selection committee.

Sidemen
First established in 2000, the sidemen category "honors those musicians who have spent their careers out of the spotlight, performing as backup musicians for major artists on recording sessions and in concert." A separate committee, composed mainly of producers, chooses the inductees. In 2010, the category was renamed to "Award for Musical Excellence". According to Joel Peresman, the president of the Rock and Roll Hall of Fame Foundation, "This award gives us flexibility to dive into some things and recognize some people who might not ordinarily get recognized."

I'm surprised that Chet Atkins isn't on either list. He was making rock and roll tracks back in the late 40's.
You are right, many performers owe Chet Atkins a debt of thanx. Chet Atkins was inducted into the Rock and Roll Hall of Fame in 2002 in the catagory of "Sidemen"*, which I did not include in my lists, but well should have.
Few guitarists have had more influence on the instrument than Chet Atkins. In Atkins case, his influence extends from the country-music realm into rock and roll. As a studio musician, he appeared on records by Elvis Presley, the Everly Brothers, Hank Williams, Roy Orbison, and countless country musicians. Atkins thumb-and-fingerpicking style influenced George Harrison, Duane Eddy, the Ventures, Eddie Cochran, Eric Clapton and Mark Knopfler, as well as innumerable country pickers. Even the likes of Ted Nugent has credited Atkins with inspiring him to take up the instrument. ‘’I think he influenced everybody who picked up a guitar,’’ said Duane Eddy.
Atkins was a key architect of the “Nashville sound,” which opened up traditional country music to pop influences, allowing it to remain commercially viable in the Fifties and Sixties. His multiple roles in the music industry included recording artist, record-company executive, producer, guitar designer and sideman. Although inducted into the Hall of Fame as a sideman, his versatility and impact could have made him a viable candidate as a performer, early influence or nonperformer, too. Atkins won 14 Grammys (including the Lifetime Achievement Award). Guitar Player magazine proclaimed him Popular Music’s Most Influential Stylist. In 1973, he became the youngest person ever inducted to the Country Music Hall of Fame. Two decades later, Atkins was one of the oldest musicians (he was 77 when he died of cancer in 2001) inducted into the Rock and Roll of Fame.
