Sometimes, my connection will stall momentarily, and when it comes back, it looks like this:



It is almost as if it is not getting all of the information needed to display the page. I can refresh the page, and it will come back properly.
I am using Iceweasel (Firefox) on Debian (Linux), but I have seen this on IE and Windows before, too.
I know I have a problem, but I am not sure whether it is me, the ISP or the phone company.

I get that every so often as well , i attribute it to just as you said, not all the info got there due to some lost connection between. the browser does the best job it can with what data it got.
