Not enough information to really know what was going on. Obviously, cameras were there and prepared to record the incident. I smell a set up. Something else is going on here.

Ron , From what I understand there was a obscure ruling that dancing could be prosecuted under a law prohibiting picketing and demonstrating in certain areas of a national monument. The law has to do with protecting public access. The ruling had something to do with a flash mob dance.

These people were protesting the ruling. They went there to get arrested and notified the capital police themselves of their intentions. They were obliged.
It was theater for the media. Stupid stuff.

Maybe they got arrested for being really bad at dancing. They make regular white people look they are ready for Soul Train.
