A man was near drowning and screaming for anyone to help him.
A Republican walked up and threw him a life preserver - but only threw it halfway to him. He'd have to take action to save his own life and swim the other half way.
A Democrat walked up and seeing how the Republican was effectively leaving the man to die immediately threw him a rope all the way to him - the rope actually landing in the man's hands.
He then dropped his end of the rope to run off and save someone else.
