My Golf has hubcaps, which I'm not a fan of. I was wondering if the "rims" under the caps would look decent in paint. Advance has this nice rim paint kit that has a beautiful gunmetal grey and clear coat, or I could always go with flat/gloss black? My Golf is black.

I've seen them painted in many colors. Black or a Metallic Gray like most stock steelies probably wouldn't look bad, although I wouldn't go too glossy. Red... Blue... or Yellow like I have seen just looks like you spent alot of time trying to polish a turd.

I have painted my steel rims before. Black looked good with the chrome ring, they were silver when I got them.

Back then all rims were steel

Every car I've ever owned that had steelies I've hit with black semi-gloss. prep them really good and hit them with a good semi-gloss paint. You don't want gloss because it'll be too shimmery and you don't want flat because it won't be too much of an improvement over what you have now. Then when you go to detail when you put tire shine on the shine will just be slightly above the rims. You'll like how it looks.
