Ohio is one of the few states in the US that allows you to do pretty much anything. You can "register" a car with nothing more than a bill of sale as long as the vehicle is older than 10 years.
There are actually several companies which make use of the Ohio DMV system to get titles for abandoned cars. Basically, for someone like me in Florida, I would pay a company $500 bucks. I technically SELL them the car (provide a bill of sale). They register the car under their company, and then SELL the car back to me with a real title (from Ohio) that I can then take to a DMV here in Florida and legally register.
From that aspect, you're lucky. ALL you need in OHIO (unless it's changed) is a bill of sale when the car or vehicle is over 10 years old.
