This has been a hallmark of this entire administration / congress since day one.
Perhaps it's come back to bite them in the ass.
I have often thought that the one "saving grace" of the new regime might be that Obama was too inexperienced to get anything done.
(Mentioning him because he
did sign this cluster-fest into law.)
I'm a little surprised that the experienced members of congress f'd it up so badly, though.
I guess experience isn't always an indicator of intelligence. (Really... what the hell was I thinking?!)
