I want to play around with splicing and editting some songs / music.

Does anyone know of or use a program that will allow me to cut out portions of a song and splice together others, that is a free download?

I don't know anything about this as it is going to be my first attempt at playing around with music like this.

Any recommendations would be appreciated.

I downloaded one called WavePad. I used it to splice sections of songs to make ringers for my cell. I was able to splice different parts of different songs together with it for that also. It was pretty instinctive, I didn't need instructions to figure out how to do it.
