Arlen Specter is a US Senator from the state of Pennsylvania. He grew up right here in Russell, KS, and was a High School classmate of my dad's. He comes back from time to time and still has family here. His family was in the oil business and he went to Law School and became a lawyer ending up in PA. IIRC he was actually just back here last summer for their 50th class reunion.
He has been a Republican since the "big tent" era of Regan, but has really always been a RINO (Republican In Name Only). He switches party allegiances depending on who can do Arlen Specter the most good.
He is coming up for re-election in the mid-term elections in another year and a half and he is facing a primary challenger that, according to the polls, is kicking his butt in early polling. His only chance to maintain his Senate seat is to switch to the Democrat party and hope he can bring enough (D) votes for him to fend off the (R) challenge to his seat. It may work, it's worked for him in the past when he went the other way.
