As long as it is not an OEM copy already tied to a specific piece of hardware (read HP, Dell, Etc.)
If you have a valid license that can be affixed to the PC you want to install it on, then yes. You can give, or receive it as a gift, or sell outright.
OEM copies require a piece of qualifying hardware to go with it. Many vendors sell a mouse along with a non-tied OEM copy.

I thought you could use a copy on all of your own. I know my antivirus programs allow you to download them on up to a certain number of your other computers.

you could always call M$ and tell them you have replaced your mothor board/processor/ram and want to get and now your copy of windows wont work. play dumb. mention you had a computer nerd friend build up the pc for you. im gonna do that on a copy of xp i have to put onto another computer when i build it up since my old one is fried. and a copy of xp that isnt a upgrade is really hard to find.

My laptop came with Vista Home Premium, but after installing a version of Office and being really tired and screwing it up royally. I have decided I would just like to wipe it all out and start with a fresh install. Is there anyway I can get a copy (downloaded) or even from Microsoft and then just use the serial number on the sticker on my laptop to actually have it legal?

Yes. The label on your PC with the serial is the "license" for Vista.

Did your laptop come with a Vista CD--or just the lic # for the already installed OS? My new desktop came with the lic sticker, and XP already installed---but no CD. Is the way they are all done nowdays?
