Are you only NOW finding out about the lost title? WTF is it with people?!? If he's known he's going to sell it, he should have gotten a replacement title weeks ago.
That raises a BIG red flag. If it were me and this is the first I've heard of it, I'd walk. Seriously. He's hiding something. (or is blowing you off and buying time to close another deal)
I knew about the lost title, he should have it this week. if it was in my state I'd have it today... (they just print a new one at the courthouse)
also, I checked the vin and it is a trans am, 400. it was build in van nuys.
has a small hole in the floor in both sides under the rear seat area from rust, little rust (all the way through though) behind the doors. and some rust underneath the trunk area... all of it looks fixable.

Just be careful. Counterfeit Trans Ams are becoming a problem. I've seen cowl and VIN tags for sale on Ebay, even.
HaHa! How does that work? Hell I have, myself, sitting at my shop a 1979 10th aniversary trans am PARTS CAR! And I mean the 400ci, 4-speed, 4wdb. Just sitting with the cowl vin tag still shining. Someone painted it red and used tape to cover the 10th decal on the rear spoiler. Want to buy the Vin?

Not interested in a VIN or cowl tag, but depending on how bad it is and how complete it is, I might be interested in the whole car.
I've seen people put VIN and cown tags on base Firebirds. I've also seen the firewall with original VIN and cowl tags transplanted onto a new car. Basically, they took the firewall, and built a new car around it, then try to sell it as original.
Selling the tags is very illegal, but I still see it fairly regularly. I've also seen a 10th Anniversary TA painted black with 77 front and rear clips so they could turn it into a "Bandit" clone. They even dyed the silver leather interior black.
ok so since I posted about the holes in the floor last night I kept second guessing myself, thought I had felt it blocked off and it didnt look rusted through, just around the edges... anyway.... talked to him again today and the reason there WERE holes there is because someone had put a rollcage in it before he had it...
anyone know what that brace under the trunk area is for? (looks like a brace anyway) its rusted a bit and I"m wondering how I'd fix it... other than that it has rust where the rear flares used to mount, and its not alot.. the rest is good.

also, what you said about the fender.. the $150 fender was from this guys dad, but he got it from his dad along with a few interior pieces I need to go with the deal. it doesnt come with the original wheels, but I dont really want them on there anyway, never did like them... and this car isnt getting restored to stock, I wouldnt like it if it was as far as paint... as soon as I get it its going in my garage and I'm stripping everything I can without having it up in the air. interior, lights, moldings, etc... first thing I'll be doing is fixing the rust by cutting it out, then cutting the good sheetmetal out of the parts car and welding it in.(this part should be interesting, I've seen it done many times but have never done it myself) then I'll be sanding the whole outer part of the car down(and door jams, anything with that crappy paint on it) to sheetmetal, use the self etching primer (or like, I still need to figure out what all to use), then fix any/all imperfections and finish it off and paint it black..
I'd be really happy to give you advice along the way since I was in the exact same situation as you several years ago (with the car anyway).
The best advice I can give though, honestly... is not to completely strip the car down.
