Frigggin NOrton blocked my install of PIP, how do I "Allow" it???

Settign up a new cpu is a PITA!

Get rid of Norton for starters.
Turn off the AV while doing the install. Was it the Norton AV or your firewall?

1. uninstall Norton
2. Get Avast, its free and works.

3. PIP works just fine now.

Best advice you'll get. Norton is a bloated POS that only truly excels at sucking up system resources.

Uninstalling Norton can be a pain, you'd be better of with a format and Windows re-install.
