whats the first thing i should check? it wont move down once locked in but moves side to side and up

Tilt column? The bolts inside are working loose. Do a search as the fix is well documented. I'm too lazy to do it now Get it fixed before it gets any worse.

JazzMan did a great writeup on the subject.
It's a bit tricky but very rewarding. Fixed mine a couple of years ago.

It takes time, but if you have the right tools,(wheel puller, pivot pin puller, etc) you should be able to do it. Use threadlock!
