I was always under the impression that the 2.8 was an upgrade option available with base body style if one chose it. I've seen a number of bumper pad fieros with the 2.8s over the years. Maybe I'm wrong though. The vin should answer the question.

You're correct on the '85 and '86 bumper pad. Those cars you could acquire with a V6. For '87, that option came solely on the GTs and the aero SEs with the V6 (some aero SEs could be acquired with the L4).
The spoiler also looks to be added, so likely the drivetrain and spoiler were swapped. Throw some GT lace wheels on it and you'd have a nice Formula clone (althought it'd be the wrong year...).
