I am not sure how to read that. It sounds like they are going after the custom cars with new frames (and hence no pre-73 titled frames like Cobra kits, etc.) and move them into a current model year bucket. In the end, you have to change to an emissions engine or retrofit the engine. No doubt many of the current engines have plenty of power but might not look as cool.

What I am not sure of is if they are going to tell the test stations to look for SCV cars that clearly aren't - meaning wide fenders or a bolt on body that didn't qualify the car to not meet the chassis titled year smog requirements - read that as Fiero's with manual transmission on 3800 V6s or V8's on manual trans where is was never offered in California that got the SCV designation. I hope they don't do that. I don't think too many got through anyway.

Bottom line, start with a titled pre-73 frame and there is no issue. Otherwise I just read it as "fix it before 12/31/2010 and we won't punish you too bad."

I guess it's better than having it confiscated. Dorks.

Sounds to me like they are just trying to get around the registration screw ups that I heard Boyd Coddington's crew had done with some of their cars. Other than that it seems the best way to stay in the clear in CA is to live somewhere else!

I was reading through a majority of the material there, and I'm a little confused as well. One of the most confusing thing is this:

- Street Rod/Custom Vehicle Registration
"Under the SEMA model, eligible vehicles are titled as the production year they most closely resemble, are required to meet the equipment standards for that model year..."

So... for example if you build a Lamborghini Diablo model out of a Fiero GT, how in the heck are you going to make it ANYWHERE near meeting standards of a stock Diablo? Am I just really reading that wrong because it's worded incredibly ambiguous.

In CA it applies to the engine/transmission and smog related parts from that particular year- not the body. In other words, a replica kit using a 3800SC or V8 would need to have all of the various smog related parts for the engine year. In most cases the replica has the 2.8 or worst the 4-banger under the fake Lambo engine cover therefore the car will pass using either of those engines.
