You will need a friend that owns, or is employed at a repair shop, and very good friends with the owner; and they are willing to bend the rules a bit. Have the car towed to the shop and have them pay the tow bill, then reimburse them for it. Have them write a work order for something then let the car sit there for 30-90 days. They can then run a lein on the car and procure a clean title. Once they have the title they can do anything with the car they want, i.e. sell it to you. Like I said, it's bending the rules a bit, but a lot easier than getting the title yourself. Remember, I didn't tell you anything

i didnt get to look at the car today friend didnt answer his phone when i got off work. and the car and home are each a 30 minute drive north or south from work.
In GA you just file for an abandoned vehicle. The police impound it and allow you to purchase it for the impound fee if no one claims it in 30 days. In Athens, I did this with a base coupe several years ago. It cost me $35 for the police, and $125(ish) for title insurance. You can do the shop route, but it is asking people to lie. Also, it may open you up to hand over your hard work (should the PO show up). CHeck for specifics in your area. Sheriffs offices can be very useful for finding out the legal way to do this.
Good luck!

If a car is abandoned, you can trace it back to the owner or former owner using the VIN number. A car fax should give you an idea of where the car was last registered. If nothing exists then just help yourself to the parts as it would be hard getting a title for it unless you have a bill of sale at the very minimum.

Just my opinion, but there are lots of cheap Fieros around if you look. $3K for a non running one is way outta line unless everything else is mint. Theres a decent looking, running one down the street from me for $2K right now. I bought a V8 Archie one with a 350 a few years ago for $3K that ran and drove.
it COULD be running. guy said 60k on a new engine. but im seeing it as that engine is 7 years old. and the battery was taken out. nut yes, it could be a dud.

And now you know why it is still sitting there. $3K for a car in that condition! I just sold my DD 88 GT auto with fresh paint for $2500. There is a nice white 88 GT 5-sp near me that I think could be had for way less than $3K. I tried low balling him a few months back but will check back later. It has only been sitting for 2 years because "there is something wrong with the shifting of the 5-sp". "Took it to Sears and it is still messed up." It is one of those projects that I let someone else store for now. I'm confident that with $1200-$1500 I could have the car.
