I downloaded it from the server (different PC than one I'm using) and it opens with Acrobat Reader 7.0.7 and Adobe Acrobat 7.0 Pro. The file says:

PDF Producer: Adobe Acrobat 6.0 Image Conversion Plug-in
PDF Version: 1.5 (Acrobat 6.x)

I could not convert document to PDF 1.4 but here's some kind of fix to start with:
