Yes it can. When I got mine I just left the windows down in the shop for about 4 months while i was working on it. Then I replaced the head liner which holds most of the smell. After that I took the carpet cleaner after it about 3 times. Now the only time you can tell someone smoked in it is when it gets very hot in the sun and you can just barly smell it then. I think if I replaced the seats I would never smell it at all.(Which I am doing soon) I hope this helps.

A good cleaning as above will help. The headliner will have a lot in it and really can't be cleaned with out it falling apart.
Also you can put something under the seats to help out a little bit. A bag of fresh dog poo will work, but you might want to use those dryer sheets. They come in various scents from vanilla to outdoorsy outdoors, stick a couple under and change when needed.
You can get those little containers of 'odour eater' stuff. They're okay if the car will be sitting for a while. If you are using daily, I wouldn't bother with them. They do a good job in my damp basement crawlspace.

An old but proven trick is to open a can of coffee grounds and dump it on towels on the floor or were ever you find room. Leave the windows closed. Works like a charm. You may need to do it 2 or more times. May take a few weeks. Won't happen overnight.
btdt. it ain't easy to really get rid of. most remedies just cover up the smell. Most of the larger detail shops, and some upholstery shops, can unleash chemicals in the interior that really do get rid of it however. It's my understanding that the really good stuf is actually a bacteria that loves cigarette residue. I removed the entire interior from an 85GT that really reeked of smoke, redid the headliner and then removed the seat skins and washed them in woolite. the carpets were washed with a garden hose and laundry soap. after that I scrubbed out the gutted interior of the car with soap and a garden hose. you could still smell the smoke after all that on a hot day until I took it to the upholstery shop where they did the treatment on it. that finally got rid of it. Ironically I ended up parting out the car a few months later anyway.

I do this frequently! My Fiero has never been smoked in but I love the fresh smell of dryer sheets and I'll stick one in my vent once in a while. Comes right out after with a pair of tweezers. Try this in case the smoker in yours had the heat or A/C going with the windows up.

Yesit can as can most other smells. Search the intenet for ozone generator. I made one for about 40.00 and use it for most every odor, and it really works.
Steam clean the seats and the floor. You may want to take out the seats and clean under them also. What I do is when I go out driving I will have my windows down and turn on my vent. This help a lot. Put dryer sheets some place in the car. Even If you want to change out all of the seats.
if you are going to clean it yourself...don't forget to remove the dash and clean out all the duct work, don't forget about the foam at the bottom of the b-pillars behind the trim...

I second the ozone generator. I used one at home to get rid of smoke smell. I would only recommend a good one, usually over $100. Its all about how much ozone they produce. You can have to much in a small space....

Easiest way to get it out of the carpet and uphoulstry is to rub baking soda into everything. Use as much as you can. Make everything really chalky white. Let it sit for a few hours, then vacuum it all out. Repeat. You should remove the seats to get every nook and cranny on them and all the carpet. It really works. I got some nice seats out of an 85 GT that had a hundred cigarettes under the seat, ugly ashtrays, etc. The car smelled VERY bad. After three applications of baking soda the seats have no odor.
